Juawarn Williams, 21, of Rosedale, faces charges including recklessly endangering others, disorderly conduct, and riot, according to Maryland State Police.
"His arrest is part of a broader effort by Maryland authorities to tackle the surge in illegal car rallies and street takeovers," investigators said.
The Sept. 24 rally, which drew a large number of vehicles, led to reckless driving and dangerous stunts, creating hazardous conditions for pedestrians and other motorists in Philadelphia, according to police.
Following a multi-state investigation, Maryland officials collaborated with the Philadelphia Police Department to bring charges against Williams, who is accused of participating in the rally's disruption and endangerment.
Williams is currently held in Baltimore County, pending extradition to Pennsylvania, where he will face charges.
